RegularJOB SUMMARY:
The Project Manager is responsible under the direction of a Director within Capital Maintenance Services (CMS) for all operations of capital improvements, renovations, and maintenance programs within Essex, particularly renovation and asset preservation, in accordance with policies and procedures defined by the company. This role must possess extensive knowledge and management experience in new and renovation construction to oversee various aspects of redevelopment and construction of multifamily projects. The role will direct construction efforts on multiple properties by managing on site contractors/vendors, scheduling with the property/operations, interacting with city officials/inspectors, conducting site visits and surveys, reporting on project status and communicating with supervisors and executives. The candidate must have experience reading construction plans, documents and specifications, creating and managing budgets, permit submissions, excellent verbal and written communication skills, and working knowledge of MS Excel, Word, Outlook and project scheduling.
WHAT YOU WILL DO:
- Reduce capital and maintenance operations costs by establishing and implementing a high-quality program under the direction of the Director or Senior Project Manager of Capital and Maintenance Services.
- Manage and execute any assigned projects.
- Participate in acquisitions and dispositions due diligence as needed.
- Establish a positive, productive working relationship with the community lead, maintenance staff, community managers, and the Regional Portfolio Managers.
- Manage daily on-site activities and lead project meetings with internal and external business partners at weekly intervals to discuss problems, progress, and scheduling of work.
- Provides daily and weekly status of work and maintains a high level of communication with Division Manager
- Responsible for the satisfactory completion of all requests and timely preparation and completion of all assigned projects to facilitate the safe and efficient functioning of all communities within Essex.
- Monitor compliance with contract agreements, city codes, permits and the monitoring and resolution of liability exposure.
- Manage all vendors, contractors and subcontractors to ensure timely renovation, execution and quality of work.
- Monitors the contractor’s work to ensure all work follows plan, contract, scope of work, etc.
- Proactively identify liability hazards, monitoring or remediation programs, the safety of the property and safe work practices of property staff and compliance with all Cal OSHA, AQMD and other regulatory agencies including but not limited to all Local City and Or County Code Enforcement to maintain applicable and subjected laws current.
- Provide first-line information, documentation and training regarding any property-specific special needs (asbestos, remediation plan, deficient plumbing systems, roofs, etc.).
- Obtain and maintain all records for any assigned projects, accurate tracking of expenses, both cost and capital (acquisition capital), and completion of the weekly and monthly reports.
- Obtain approval as needed for capital improvements as needed in accordance with the Essex Capital Improvements Policies and Procedures and the specific Limits of Authority.
- Ensure major tools purchased by the Company are placed on the property inventory sheet or company inventory sheet.
- Monitoring the usable life of the property and assets to ensure maximum efficiency and for planning capital purchases. Effectively communicating in writing the anticipated capital needs and maintenance requirements for the operating budget.
- Be able to appraise damage, determine the ability of the Essex staff to remedy the problem internally, and/or the need to hire an outside contractor. A sound knowledge of fair market pricing for outside vendors and an ability to negotiate better terms for the property’s benefit is a crucial skill.
- Responsible for all schedules, final sign off on completed work, and any budget/cost tracking associated with the above-mentioned projects.
- Approves all invoices related to assigned projects up to approved budgeted amounts and obtaining approvals from leadership for larger amounts.
- Manage any City permitting process, as necessary, including interaction with city inspectors and city officials to ensure renovations meet city and local code standards.
WHAT YOU WILL NEED:
- College degree required. Continuing education in project management (PMP, LEED preferred).
- 5+ years in project management or equivalent experience.
- Must be able to supervise a staff of up to 5.
- Must be able to supervise and monitor projects to ensure quality.
- Must be proficient in general maintenance including plumbing, electrical, mechanical, painting, framing, drywall, roofing, floor coverings, carpentry, locks, appliances, pools & spas, roof, city codes and life safety equipment.
- Intermediate computer knowledge is required with the ability to work effectively with Excel and MS Word programs; contract document draft including RFP’s, Scopes of Work, Specifications and Contracts.
- Previous experience with Yardi preferred.
- Advanced written and skilled oral communication is required.
- Knowledge of cost-benefit analysis required.
- Advanced organization and time management skills required.
- Ability to meet the physical requirements of the job.
- Must be able to function effectively in a customer service environment.
- Must be able to work independently and be proactive.
- Valid driver’s license and ability to travel to multiple sites required.
WHAT THE JOB REQUIRES:
- Requires the ability to work Monday through Friday and some weekends or after hour work.
- Involves frequent standing, walking, and occasional bending. Requires the ability to lift moderate-weight objects (up to 50 pounds). May involve physical activities such as climbing stairs or operating machinery.
- Frequent travel to various locations for meetings, projects, client visits, or on-site work.

- No formal supervisory responsibilities in this position. Coordinates and assigns tasks to co-workers within a work unit and/or project team. Leads project teams and/or plans and supervises assignments of lower-level employees. The salary range for this position is $104,000.00 - $156,000.00 per year. New hires generally start between $104,000.00 - $131,000.00 per year. The final salary offer will be determined after reviewing relevant factors, including but not limited to skill sets; relevant experience; internal equity; and other business and organizational needs.This role is also eligible to participate in Essex’s discretionary Annual Bonus program that is commensurate with the level of the position.
