Pay Rate: $85,000 / Annually

Reports To: Director of Compliance
Bilingual: English/Spanish preferred
JOB SUMMARY
Sterling Asset Management is seeking an experienced and qualified Compliance Specialist for Yolo and Sacramento counties. The Compliance Specialist will be responsible for maintaining file compliance for assigned properties, monitoring the company's compliance and program regulations. Perform a full range of resident file reviews and regulatory reporting. The Compliance Specialist will act as support to site staff and at times cover for vacant positions during transitions. Responsible for assisting with certifications, audit preparation and corrections as assigned by the Director of Compliance and provide support to Regional Managers. Qualified candidates will have experience with Tax Credit (LIHTC), HUD, and USDA Rural Development programs.
ESSENTIAL FUNCTIONS:
- Oversee completion of files to ensure they are compliant with applicable Affordable Programs including Initial Certifications, Annual & Interim Recertifications, Gross Rent Changes, Move Ins and Terminations
- Assist with updating Yardi and ensure all income, rent limits and utility allowances are accurate for each site
- Monitor portfolio compliance with state, federal, local agency requirements for Affordable Programs
- Identifying, investigate, and report compliance issues, irregularities, working directly with community managers
- Maintain records of compliance activities and communicates with government agencies
- Assists in implementing changes to compliance processes due to new or amended regulations
- Assists Regulatory Authorities with completing site visits and external audits
- Review and process HUD vouchers to ensure correct and timely transmission
- Review EIV, including running reports, setting up site binders and working discrepancies
- Assist in the completion of all Mass Recertifications/ Re-syndication/Lease ups/Acquisitions
- Conduct and lead all Pre-MOR, Pre-CTCAC, and all applicable 3rd Party Monitoring audits
- Conduct affordable-program trainings (LIHTC, HUD, Bond, RDA, HOME)
- Assist in the development and/or modify standards to streamline program processes
- Communicate professionally and effectively, verbally and in writing and provide customer assistance and answer questions on compliance issues

REQUIRED COMPETENCIES:
- Yardi and Rent Cafe experience
- One or more Certifications in related field (C3P, HCCP, HCP-E, CPO, FHC, NAHP, NAHPe, SCHM, COS, COSA, TCS, TCSA, BOS)
- Knowledge of Landlord/Tenant laws, legal codes, procedures, and other relevant regulatory standards
- Attention to detail and problem-solving skills
- Strong organizational skills with the ability to manage multiple competing priorities
- Ability to effectively present information to customers, clients, residents, and other employees of the organization
- Able to communicate verbally and in writing and provide customer assistance and answer questions on complex compliance issues in a professional manner
- Works as an effective member of a team and in a collaborative manner with staff, peers, and supervisor
MINIMUM QUALIFICATIONS:
- Minimum of 3 years’ experience working in Affordable Housing Program compliance role with some supervisory experience in a diverse and dispersed team
- Proven track record of working with program layering, and regulatory compliance in one or more programs such as: LIHTC, HUD programs (Project based Section 8, Section 236, PRAC, 811 PRA, USDA-Rural Development (515), HCD, HOME Funds and Bonds
- Capable of researching various government compliance programs, including interpreting regulatory agreements, management agreements, management plans, and construction contracts
- BS/BA in business, finance or related field
- Proficient in Microsoft Office, especially Excel and Word

EXPECTED HOURS OF WORK:
The employee will be expected to be at work during the posted office hours and as scheduled.
