ABOUT PROPERTY MANAGEMENT

The Property Management team is responsible for operating and maintaining our beautiful communities, but beyond that, they are relationship builders and the heart and soul of MidPen. PAY RANGE

$25.35 - $31.69 Hourly - Pay based on applicable experience and qualifications

POSITION OVERVIEW

In this role, you will supervise one or more Assistant Community Manager and Maintenance Technician and maintain working partnerships with local community groups including government officials, law enforcement, and fire safety professionals. You will collect rent and security deposits, make bank deposits, and verify resident income. You will ensure timely and accurate re-certifications, both interim and annual, and manage delinquent accounts, resident receivables, and petty cash. You will assist the Property Manager with the completion of monthly variance budget reports, annual budget preparation, and monitoring the fiscal status of the property. You will obtain all required program certifications, remain current with compliance and regulatory requirements (e.g., Fair Housing, HUD, TCAC, COS), and ensure property and staff are in compliance. You will complete annual and interim re-certifications accurately and on schedule and assist with the completion of MOR/TCAC reviews.

This position requires the ability to travel between properties.

This position qualifies for an Auto Allowance.

ESSENTIAL DUTIES

•   Supervises one or more Assistant Community Manager(s) and Maintenance Technician
•   Maintains a working partnership with local community groups including government officials, law enforcement and fire safety professionals
•   Collects rent, security deposits, makes bank deposits and verifies resident income
•   Ensures timely and accurate re-certifications, both interim and annual
•   Manages delinquent accounts, resident receivables, and petty cash
•   Assists Property Manager with the completion of monthly variance budget reports, annual budget preparation, and monitor fiscal status of the property
•   Obtains all required program certifications, remains current with compliance and regulatory requirements (e.g. Fair Housing, HUD, TCAC, COS), and ensures property and staff are in compliance
•   Completes annual and interim re-certifications accurately and on schedule
•   Assists with completion of MOR/TCAC reviews
•   Maintains property files in accordance with regulatory guidelines and in accordance with MidPen's policies and procedures (waitlists and software data files)
•   Establishes, executes and monitors a preventative maintenance schedule for each property in liaison with the Facilities Coordinator
•   Coordinates periodic interior and exterior inspections with Preventive Maintenance Lead and maintain property files accordingly
•   Conducts daily inspections to identify maintenance issues in need of correction
•   Initiates maintenance work orders and monitors repair status
•   Ensures turnover of vacant units are completed in three to six days
•   Maintains curb appeal and achieves satisfactory performance
•   Keeps property in compliance with fire/safety codes, hazardous materials regulations and OSHA
•   Ensures emergency preparedness procedures are in place and communicates to residents in case of natural disaster or fire
•   Completes incident reports within 24 hours of incident and sends documentation to Human Resources
•   Coordinates employee accident reports, conducts building site reviews and provides policies/ procedures to new tenants
•   Processes evictions in compliance with regulatory guidelines, court orders and/or upon direction by Property Manager
•   Participates in staff hiring decisions and conducts site operations for new employees
•   Conducts performance reviews according to MidPen policy; meets with staff monthly to provide performance feedback
•   Completes required company specific training within designated timeframe
•   Perform other duties as assigned

QUALIFICATIONS

To perform this job successfully, you must be able to perform each essential function satisfactorily. The requirements listed below are representative of the education, knowledge, skill, and/or ability required.

Education and Experience

•   Associate degree and three years of multi-family residential management experience with a minimum of two years of Affordable Housing knowledge, or an equivalent combination of education and relevant experience
•   Must have one year supervisory experience

Knowledge, Skills, and Abilities

•   Tax Credit Specialist or Certified Occupancy Specialist certified or ability to become certified within 6 months of employment at company expense
•   Current knowledge of Fair Housing laws; required to pass FHA test within first 60 days
•   Demonstrated competence with Microsoft Word, Excel, Out
