Senior Compliance Specialist

The Senior Compliance Specialist is a member of the team that ensures that all affordability covenants, regulations and agreements are always met.

The Senior Compliance Specialist is responsible for:

  • Ensuring overall agency compliance with the regulations, rules, policies, and procedures that govern our properties including LIHTC, HUD, MHP, HOME, Rural Developments, and Section 8.
  • Monitoring and auditing current and future resident files
  • Assisting with the coordination and timely filing of compliance reports
  • Reviewing HUD vouchers to ensure correct and timely transmission

The Senior Compliance Specialist reports to the Compliance Manager and works with the property management team to provide superior customer service to owners, lenders, auditors and governmental agencies.



  • Monitors compliance during all phases of new construction and acquisition/rehab lease-up and participates in daily interactions with owners, partners, investors, and various levels of management regarding regulatory agreements.
  • Collects, analyzes, and summarizes compliance data from Loan Documents, LPA and Regulatory Agreements, Pro Forma budget, utility allowance schedule, rent and income limits, Tax Credit application, place-in-service documents such as the Preliminary Reservation and Carryover Allocation letter and IRS form 8609.
  • Reviews and approves resident selection plan, application packet, marketing materials and management software set-up in Yardi
  • Develops controls to ensure first year rents do not exceed rent limits and are aligned with Pro Forma Budget.
  • Actively participates and provides compliance-related status updates during weekly Acquisition Rehab and New Construction meetings.
  • Monitors and tracks status of Compliance Specialist initial certification file review.
  • Coordinates submission of first year certification files to investor’s auditor.
  • Tracks submissions of file corrections for investor’s auditor final approval.
  • Ensures Compliance Specialist(s) oversee scanning final approved first year certification files.
  • Assists Compliance Manager/Director with developing policies and procedures to ensure staff compliance with regulatory requirements relating to the set-up and ongoing maintenance of resident files and general project compliance.
  • Plans and conducts Bi-Monthly on-site reviews of projects whose funding sources consists of Tax Credit, HUD project-based Section 8, Tax Exempt Bonds, AHP, RHCP, CalHFA, CDBG, MHP and other private and public sources.
  • Verifies compliance with rules and regulations of various funding sources, Fair Housing standards and QMG Policies and Procedures.
  • Recommends appropriate corrective action to resolve noncompliance; works with manager to correct noncompliance through corrective action.
  • Provides compliance-related consultative services to site managers and their administrative staff.
  • Attends mandatory meetings and trainings.
  • Actively participates in Quality Management Group Injury and Illness Prevention Plan.
  • Regular and predictable attendance


  • Must be able to work some weekends and extended hours
  • Occasional travel is required
  • Must be able to work with and understand Regulatory Agreements and other documents that pertain to compliance within the organization.
  • Must be a self-starter who is organized, detail oriented, and can effectively deal with and prioritize a variety of tasks.

Other duties

  • Must attend Company sponsored events that relate to the development of the team, which, from time to time, may include travel and overnight stays at locations away from the employee’s home.
  • Other duties as requested.


HSD or equivalent combination of education/training/experience. Minimum five years of experience working withan affordable housing development and management company as a Compliance Specialist, Property Supervisor or Project Manager. Experience in reporting to and working with agencies such as HUD, TCAC, CalHFA, HOME, USRDA, HCD.


High School Diploma required

Associate’s or Bachelor’s degree in related field preferred



  • Must have at least five years of experience with the affordable income qualification requirements and processes for Tax Credit, Rural Developments, HOME, HCD, Mixed Use, and/or Section 8.
  • Affordable housing designations (FHC, SHCM, HCCP, RHS, CPO, or COS) preferred.
  • Must be extremely detail oriented.
  • Must have working knowledge of Windows and Office 2000 software; Excel, Word and Outlook.
  • Yardi experience a plus.
  • Must possess excellent math skills.
