Job Announcement:

Under general supervision, performs a variety of advanced level work related to the Housing Authority's Public Housing Department. Duties include, but are not limited to, training lower level staff, assisting residents and other housing employees on housing policies, procedures and requirements. Work includes a variety of assignments including resident customer service,; resident file processing and administrative office support functions. This position will also respond to questions, take complaints and/or requests for work orders, assist and/or refer residents to services based on individual issues presented, processes continuing eligibility for housing assistance; Subject to final approval by the Site Manager calculate resident rent based on program requirements, document and maintains case files, and Input, track and close work orders for maintenance requests. Examination Process: Up to the top 50 candidates may be invited for a written examination for this classification. The top 16 scores will be invited to an oral exam.  Candidates must pass all phases of the examination process in order to be placed on the eligible list for this classification.  
 Essential Areas of Responsibility:
CLASSIFICATION DISTINCTION: Work is characterized by a greater variety of well-defined processes and procedures, which may cover not only resident issues but also organizational matters relating to property management. Work is distinguished from the housing technician in that the scope of work is more complex, requiring knowledge of varied policies and procedures. Work is performed under the general supervision of a Site Manager who is available to assist with matters outside the guidelines. However, much of the initial resident contact may be handled by the Principal Housing Technician.
SUPERVISION RECEIVED AND SUPPORT/GUIDANCE EXERCISED 
• Receives direct supervision from the Site Manager
 • May provide training, technical and directional guidance to lower level staff
 
 ESSENTIAL JOB FUNCTIONS This section serves to illustrate the more typical aspects of the work indicative of the classification. The primary functions of the classification are not to be considered a detailed description of every duty of each position allocated to the classification. The responsibilities and essential duties typically performed by positions allocated to this classification on a frequent and recurring basis include:

 Lead Duties 

• Train, lead, assign, and review work of other housing staff
 • Work in conjunction with the Site Manager and SHRA Fraud Investigator by reporting any known lease violations such as unreported income, unauthorized live-in residents, drug activity, and violent criminal activity
• May monitor repayment agreements as established by the Site Manager
• Quality control re-certification determinations for the public housing program
• Coordinates the status of certified housing applications to ensure that clients are housed in order of the waiting list; tracks public housing vacancies from property management reports, fax the certified application to the requesting property office and track final status of the referral.
• Maintains and documents files regarding all actions taken; prepares statistical, status and productivity reports as required.
 • Review and apply pertinent provisions of Admission and Continued Occupancy Plan (ACOP), Public Housing Procedural Manual, and HUD rules and regulations.
• May lead in the absence of a manager as assigned and provide input into policy and procedure changes.
 • May serve as main point of contact in the temporary absence of the Site Manager with guidance available from the Regional Manager including, but not limited to, such activities as conducting inspections, handling complaints and processing legal papers.
  Property Management 
• Collect monthly rents from residents, show units to prospective tenants and coordinate the move-in/move process including conducting initial and final inspections
• Assist with developing department procedures and instruction manuals
 • Coordinate with third party vendors with the assistance of the site manager
• Assist with coding and processing invoices
• Assist with monthly reporting (collecting data, gathering work order reports etc.)
• Work with site manager to monitor repayment agreements approved by site manager
• Serves as point of contact for residents, applicants and the general public; answers phones, applicant's residents and visitors; explains process and procedures, answers questions, applicants, listens and assists and/or refers tenants based on concerns and problems.
 • Processes move ins, move outs and transfers; prepares paperwork and packets; schedules inspections, data input; processes vacates and close out work orders; prepares charges and move out statements for residents; tracks time for filling unit vacancies.
 • May assist with the lease termination process
 • Receives and reviews resident applications
 • Enters maintenance work orders into computer systems; enters hours worked and transfers inventory; charges tenants when closing work orders.
 • Prepares records and processes correspondence.  
Program Eligibility and Compliance
 • Processes annual and interim reviews of resident eligibility; sends out annual review packets; tracks and processes for completion with residents; processes income and asset verification's by contacting other sources; reviews letters and calculates annual rent; determines resident rent assessment and enters such in computer system; submits to property manager for approval.
• Adds family members to lease; prepares applications; verifies all income sources, criminal information, past landlord information, and INS information; notes poor landlord history, criminal history and missing documentation cards.
 • Prepares monthly annual reviews; sends out or provide annual review packets for tenants; verifies income sources; reviews the annual review packet with tenants; sends for verification's and assembles new housing folders for residents.
• Monitors compliance for the tax credit program for all internally managed Authority properties; approves, tracks and reviews all tax credit tenant certifications and insures that various regulations are being followed correctly; helps coordinate the conversion of buildings to the tax credit program by writing compliance procedures and training staff; serves as a resource to answer staff questions about tax credit compliance.
 • Review and apply pertinent provisions of Admission and Continued Occupancy Plan (ACOP), Public Housing Procedural Manual, and HUD rules and regulations.
• May maintain property office files and records.
 Education & Experience:
Licenses and Certificates: Must possess and maintain an applicable California Driver License and a driving record acceptable to the Agency's insurance carrier.
