Role Purpose: 

This position reports to the Director of Property Operations and has the responsibility of managing a portfolio of multi-family properties, achieving strong fiscal performance, solid regulatory compliance and strong teamwork.  Key areas of responsibility are:  Fiscal Management, Compliance, Facilities Management, Risk Management, Tenant Management, Employee Management, Community Outreach, as well as Internal and External Partnering.

Your day to day:

  • Work with Asset Management and Property Controller’s group to ensure sound fiscal performance of properties
  • Work closely with Facilities Management and staff to ensure that the integrity of the physical structures adhere to MidPen standards and policy regarding maintenance, safety and curb appeal
  • Work with Human Resources to ensure that employees retention rate is high and that performance reviews are conducted in a timely fashion
  • Serve as strategic MidPen liaison with local government agencies
  • Approve expenses, monitor accounts receivables, individual property cash flow and spending according to company policy
  • Develop annual budgets for each property in liaison with Asset Management, Accounting and Community Managers
  • Manage the property tax situation for each property - timing of reassessments, abatement requests and accuracy, and completion of annual Welfare Exemption documents
  • Complete periodic reports to lenders, investors and regulatory agencies
  • Facilitate and support completion of annual financial audits and assure completion of all audit open items
  • Ensure strict adherence to compliance requirements for all properties in the portfolio; establish monitoring and tracking plans accordingly
  • Stays current with compliance and regulatory requirements (e.g. Fair Housing, HUD, TCAC, COS and ensure  that property portfolio and staff are in total compliance
  • Maintain current Certified Occupancy Specialist and Tax Credit Specialist certifications
  • Develop and execute a security plan for each property with each Community Manager - emergency preparedness, safety rules and work principles and authority and accountability
  • Conduct required monthly safety meetings and document attendance in accordance with OSHA & MidPen’s policies
  • Assure Community Managers are reporting incidents and accidents within 24 hours to Human Resources with appropriate documentation
  • Ensure each property has established, executed and continues to monitor a resident retention plan including orientation of new residents to building site, policies and procedures
  • Hire, train and coach Community Managers to achieve higher performance
  • Conduct annual performance review and monitors staff performance; actively mentor and support staff career development plans
  • Support MidPen’s problem solving policy and process for resolving employee issues and work closely with Property Managers, Executive Team and Human Resources as needed
  • Develop and execute marketing plan in liaison with Development team

What you bring:

  • Bachelor or Associate degree preferred with five or more years of related experience or training
  • Tax Credit Specialist and Certified Occupancy Specialist certification is required
  • Possess four or more years of multi-family property management experience and a minimum of two years of affordable housing experience
  • Must have at least four years of supervisory experience
  • Ability to pass basic business math test with passing score of 75%, e.g. add, subtract, multiply, divide and calculate percentages
  • Respond to common inquiries or complaints from regulatory agencies or members of the business community.  Effectively present information to management and public groups
  • Analyze complex situations while making sound decisions and balancing competing priorities  under a deadline
  • Must possess a valid California Driver’s License, auto insurance and  reliable transportation
  • Proficient using Microsoft Word, Excel, Outlook and property management software such as MRI, Yardi or Boston Post
  • Working knowledge of required building maintenance
