Director, Facilities

This position is for a full time Director, Facilities, to work in our corporate office in San Rafael, CA. Qualified candidates will have a degree in Business Administration, or related field, or equivalent years of experience on the job. Ideal candidate will have 10+ years operational experience with emphasis on facilities management, building maintenance, HVAC and electrical issues.  Successful candidate will also have 3+ years experience negotiating with vendors to obtain completive pricing including 4 years in a supervisor capacity.

POSITION OVERVIEW

Responsible for developing and implementing company-wide policies, procedures and programs related to facilities maintenance, capital expenditures, safety and OSHA compliance,and vendor relationships.  In conjunction with the Company’s and individual owners’ goals and objectives, ensures well-managed and –maintained buildings with emphasis on response to resident concerns as well environmental health and safety.  This position provides direction to Facilities Coordinators and REM onsite staff on a variety of maintenance related projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Capital Improvement Projects

  1. Develops and implements policies and procedures for the company’s capital improvement projects including requirements for documentation and specifications for RFPs, comparing bid packages, executing contracts and implementing change orders.
  2. Working through Facilities Coordinators, reviews and approves capital improvement projects based on approval levels for position.   Ensures that bid packages contain all required documentation, including any required insurance binder.
  3. Ensures that EAH properties are inspected on a regular basis to identify capital improvement needs and safety and environmental concerns. Reviews comprehensive report and makes recommendations, as needed. 
  4. Ensures that copies of all capital improvement work completed at each property are housed in the corporate files, i.e., by vendor, in a set of vendor files, which may be kept in electronic formant.
  5. Serves as consultant for reserve replacement accounts and annual budgets.

Facilities Management

  1. Ensures that properties adhere to established EAH maintenance standards.
  2. Through Facilities Coordinators, assists property management team with inspections, as needed, such as annual unit inspections or regulatory agency inspections.
  3. Develops and implements maintenance supply inventory controls system. 
  4. Leads implementation of EAH’s environmental sustainability initiative at the property level.
  5. Ensures that preventative maintenance programs are in place for each EAH property.  Ensures that programs improve the effectiveness of equipment and longevity of buildings.
  6. Working with VP, Operations and Safety Coordinator, ensures that property maintenance staff are adhering to safety protocols and use of PPEs.  Ensures that each EAH property has an individualized emergency plan.
  7. Attends monthly REM meetings.  Stays involved with outside groups, including Tri-County, AHMA, etc. as to benchmark best practices in the industry.

Vendor Management

  1. Oversees setting up and maintenance of national vendor accounts for elevators, landscaping, painting, flooring and HVAC and others as assigned. 
  2. Directs vendor contract administration by Facilities Coordinator (including scope of work, request for proposals, bids, deliverables, and evaluation of vendor performance). 
  3. Sets standards of workmanship of projects completed for issuance of vendor payments.
  4. Oversees evaluation of projects through inspection of on-site work performed by outside contractors including Asbestos Remediation and other related Hazardous Materials Abatement vendors.
  5. Ensures that EAH obtains the best possible pricing for goods and services.
  6. Provides input for the selection of contract services, vendor negotiation of service agreements.  Working through Facilities Coordinator, ensures full vendor compliance with standards established within the service agreement.
  7. Ensures adherence to all corporate-required purchasing policies and controls, including, but not limited to, all outside contractor bids, budgets, and schedules.

New Development / Acquisitions

  1. Actively participates in the process of opening a new property or taking over an acquired property, including working with Real Estate Development staff to ensure positive transition.

KNOWLEDGE/SKILLS/ABILITIES

  1. Basic knowledge of California Wage & Hour Law.
  2. Intermediate knowledge of Cal/OSHA Requirements.
  3. Intermediate knowledge in repair trades, purchasing procedures and practices, work safety requirements, and repair procedures. Knowledge of potential hazards inherent in maintenance repair work.

MINIMUM QUALIFICATIONS

Education – Bachelor's degree in Business Administration or related field, or equivalent years of experience on the job.

Experience

  1. 10+ years’ operational experience with emphasis on facilities management, building maintenance, HVAC and electrical issues.
  2. 3+ years’ experience negotiating with vendors to obtain competitive pricing.
  3. 4 years in the capacity as a supervisor.
  4. Yardi Expereince preferred.

Licenses/Certifications Required

  1. Valid California Driver’s License as well as DMV clearance
