ASSISTANT PROPERTY ADMINISTRATOR

$2,667.42– $2,951.05/biweekly

$69,352.92 – $76,727.30/year

(Appointment is generally made at one of the first three steps, depending on qualifications)

 

DEFINITION

 

Under the direction of the Property Administrator, the Assistant Property Administrator will support the overall operation of assigned Authority-owned rental housing, facilities, and other real properties, and perform the day to day tasks associated with all applicable federal, state and local laws, HUD regulations and policies and procedures of the Oakland Housing Authority.

 

ESSENTIAL FUNCTIONS

        

Administration and Compliance

  • Assists the Property Administrator in day-to-day administration of the properties.
  • Compiles information to complete required reports in an accurate and timely manner.
  • Processes, completes and maintains accurate resident files.
  • Monitors custodial, maintenance and other related services.
  • Completes and serves legal notices; maintains legal logs for the properties.
  • Orders supplies, records costs, and submits reports as required.
  • Performs core functions, including rent collections, filling vacancies, lease enforcements, wait list management and maintenance of properties.

 

Financial Accountability

  • Assists the Property Administrator in achieving program objectives and goals in relation to budget, quality and delivery of service.

 

Maintenance Monitoring

  • Notifies residents of routine and preventative maintenance and janitorial work.   Coordinates the work of maintenance staff with residents; ensures charge backs to residents.
  • Regularly walks entire properties to ensure that common areas, such as landscaping, laundry, garbage, etc, are in good condition.
  • Prepares work orders, tracks completion of work orders and turnover of vacant units. 
  • On a daily, weekly and/or monthly basis performs annual or as-needed inspections in the absence of the Property Administrator in accordance with Uniform Physical Condition Standards (UPCS).
  • Enforces and adheres to safety standards.

 

MINIMUM QUALIFICATIONS

 

A bachelor’s degree in social services, business administration, or a closely related field;

 

AND two years of full-time paid experience in public housing management, property management or a closely related field.

 

OR

 

 

Completion of 48 general education semester units of college training, with course work in the above fields;

 

AND three years of performing similar duties.

 

Must possess a valid California Class C driver’s license and have and maintain an insurable driving record.

 

Strong computer literacy, exceptional organization & time management skills are required.

 

An equivalent combination of education, training and experience will be considered.

 

KNOWLEDGE & ABILITIES

 

Knowledge ofpolicies, procedures, laws, and regulations related to property management; principles and practices of property management, leases and other residential occupancy agreements.

 

Ability to: achieve a high level of work performance and productivity working in public housing; maintain favorable tenant relations; provide quality customer service; gather data; prepare clear and concise reports; apply rules & regulations; demonstrate competency in handling confidential, sensitive information; work cooperatively and constructively with staff and clients, government officials, and the general public; effectively utilize computer-based data processing systems; ability to work effectively and collaborate with diverse groups of individuals at the site level; communicate effectively both verbally and in writing.

 

BILINGUAL SKILLS:  Candidates with bilingual skills in Spanish, Cantonese, Mandarin and/or Vietnamese are encouraged to apply.

All applications and resumes will be carefully screened.  Those applicants whose education and experience most closely match the requirements of the position will be invited to compete in the examination process.  Candidates who compete successfully in this examination will have their names placed on a List of Qualifiers.  An appointment will be made from the List.  For some positions, an experience/training rating and/or written evaluation of candidates will be used in lieu of the oral examination.  The names of the highest-ranking candidates will be placed on the List of Qualifiers, and the final selection will be made from this List.  College degrees or units required for the position will be verified prior to final appointment.  If this information cannot be verified for a candidate, the candidate's name will not be placed on the List of Qualifiers.  All appointments are subject to the approval of the Executive Director.

 

All prospective employees must pass a physical examination and drug screening by an Authority-designated physician.  A pre-employment criminal history background check will also be conducted for all positions.  For positions requiring use of an Authority vehicle, candidates' driving records will be checked prior to appointment.  To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer.  All prospective employees must also provide proof of American citizenship, or legal resident status and the legal right to work in the United States.

 

Prior to becoming permanent, new employees must successfully pass a probationary period.

 

Union dues and initiation fees, or service fees equal to the amount of monthly union dues are required of employees who are in positions represented by a collective bargaining agent.
