SUMMARY OF THE PROPERTY AND POSITION: Rippling River Apartments is a 79 unit Tax Credit property located in beautiful and serene Carmel Valley, California. The Property Manager (PM) is expected to use his/her independent discretion and judgment to care for and be responsible for the overall operation of the property and the day-to-day implementation of policies, procedures and programs that ensure a well-managed, well-maintained building, ensures compliance with all applicable regulatory agencies and federal, state and local laws; maintains acceptable occupancy levels, develops a supportive environment for all residents, manages onsite staff and their duties, interacts with and supervises vendors. Tax Credit certification is highly desirable for this position.

DUTIES & RESPONSIBILITIES:

  • Manages the day-to-day administration of the property, including supervising staff and handling resident complaints, grievances, inquiries and concerns in a courteous and professional manner.
  • Ensures that all incoming inquiries and communications are acknowledged and responded to in a timely and appropriate manner.
  • Exercises common sense, good judgment, consistency and self-control in day-to-day contact with residents and in other business-related matters.
  • Ensures consistent application of property rules and regulations, lease and lease addenda and documents and documents all violations.
  • Knows all regulatory guidelines or requirements of the property.
  • Oversees the processing, completion and maintenance of accurate resident files at move-in and at each recertification within established regulatory guidelines.
  • Maintains high level of occupancy for the program and project.
  • Ensures the maintenance and adherence to Waiting List protocol in accordance to JSCo and/or ownership policy and procedures and applicable federal, state, local, and regulatory agencies.

  • Works in conjunction with the Regional Manager and/or ownership to prepare the annual budget, which includes analyzing past spending, and predicting future spending (including anticipated capital replacements) based on the property’s needs.

QUALIFICATIONS:

  • Problem Sensitivity/ Deductive Reasoning — Discovery or anticipate problems and use independent judgment and decision making to solve any problems. Apply logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems considering the relative costs and benefits of potential actions to independently choose the most appropriate one.
  • Policies and Regulations — Knowledge of company policies, federal, state and local laws, government regulations and agency rules that pertain to properties managed, and ability to apply these policies, laws, regulations and rules to daily management of property.
  • Management of Personnel Resources — Identifying the best people for the job and hiring, motivating, developing and directing people as they work.
  • Written Comprehension and Expression — Ability to read, understand and effectively communicate information and ideas in writing.
  • Oral Comprehension and Expression — Ability to listen to, understand and speak so others can understand ideas and information presented verbally.
  • Mathematical Skills: Ability to read and understand financial statements and a willingness to learn to prepare annual budgets.Must have patience and work well with residents, vendors and co-workers.
