Associate Director - Housing Development

San Francisco, CA

Job Summary: Help develop organizational housing policies, participate in creation and implementation of housing strategy, supervise Project Management staff, represent organization in housing-related meetings, perform project management work as necessary.

Status: Full-time, Exempt, Regular 

Location: Polk Gulch neighborhood, San Francisco

Hours: Monday through Friday, general business hours, occasionally some evenings and weekends 

Salary: $120,356 - $126,690 annually; Comprehensive Benefits 

The Organization: A private non-profit founded in 1977, Chinatown Community Development Center believes in a comprehensive vision of community. We own and/or manage approximately 37 affordable housing buildings serving over 4,500 low-income seniors, single adults, formerly homeless adults, and families of diverse ethnic and cultural backgrounds in San Francisco’s Chinatown, Tenderloin, Western Addition, and Polk Gulch neighborhoods. We also build housing, develop grassroots leadership, and engage low-income residents and youth. Essential Functions

  • Help lead Housing Development department
  • Help create Housing Development policies and strategy
  • Supervise Project Managers
  • Project Management as needed

Job Responsibilities

Housing Development Programs:

  • As needed, initiate and evaluate new development opportunities, including site analysis, site/building acquisitions, financial and project feasibility studies, government planning approvals, securing public and private financing, project and construction management
  • Develop and/or review housing proformas
  • As needed, negotiate/review all contract negotiations related to design and development professionals, lending institutions, private and public funding sources, general contracting firms, and individual consultants and vendors
  • As needed, review all documents related to payment requests, construction change orders, budgets and accounting reports, requests for proposals, contracts, and important correspondence
  • Help develop organization’s overall housing development program strategy in coordination with other Chinatown CDC departments

Supervisory Duties:

  • Participate in development of the Department’s annual Work Programs
  • Supervise, train, and oversee the work of Project Managers
  • Write and conduct performance reviews for staff supervised
  • Develop work goals for staff supervised
  • Responsible for the recruitment, interview, and selection for directly supervised position vacancies

Community Outreach and Policy:

  • As needed, serve as organization representative to housing organizations, public agencies and financial institutions
  • Represent the organization in neighborhood and community meetings as needed
  • Represent agency in affordable housing development and property management public policy activities; participate in City and County policy planning and advocacy efforts
  • Help create HD department policies and best practices

Knowledge, Skills, and Experience

  • Strong management, team-building and interpersonal skills
  • In-depth knowledge of affordable housing finance and real estate development process
  • Excellent conflict-resolution and problem solving skills
  • Strong written and verbal skills
  • Ability to operate within a very-fast paced, ever-changing environment
  • Thorough knowledge of non-profit housing development process

Minimum Qualifications

  • Bachelor’s Degree in Economics, Real Estate, Business, Planning or related field, or equivalent training
  • Four (4) years experience in real estate development, housing finance and/or housing program administration
  • Familiarity with San Francisco housing issues, with particular focus on Chinatown community
  • Strong knowledge of state and local housing financing programs, planning/zoning laws, private multi-housing lending programs
  • Ability to conduct financial analyses of residential real estate projects

Preferred Qualifications

  • Familiarity with planning and land use issues in San Francisco, with particular emphasis on Chinatown, North Beach, Northern Waterfront, and Tenderloin sectors

Condition of Employment
