Assistant Compliance Specialist, Affordable Housing/Tax Credit, Corpor

Irvine, CA

Western National Group is  looking to fill a Assistant Compliance Specialist position based at our Corporate office in Irvine, CA.  This position assists with monitoring and providing business support to all of the Affordable Housing communities and/or Income Restricted communities that have Regulatory Agreements with the City, County and/or State Agencies.

Duties and Essential Job Functions:

  • Provides assistance with inquiries related to policies and procedures on the Affordable Housing program.
  • Assists in providing the affordable communities updates with regards to any changes in policies and procedures that need to be implemented at the sites for compliance.
  • Assists with the completion of Housing and required paperwork, move-in certifications and re-certifications on a daily basis.
  • Ensures that the site Associates and Property Management receive clear and concise written interpretations of any changes to the Housing program.
  • Responds and provides direction to compliance-related questions from the Property Management personnel.
  • Reviews re-certification paperwork to ensure requirements are met and provides approval when the file meets all requirements.
  • Assists the Compliance Manager as a corporate liaison between State, Federal Agencies and the Program Administrators.
  • Assists in preparing and coordinating all new paperwork for newly acquired Affordable Communities.
  • Reviews site generated paperwork and procedures to ensure compliance with IRS, HUD, state, and local regulations as well as company policies.
  • Ensures site compliance for TRACS and EIV requirements.
  • Trains site managers and occupancy staff on regulations, policies and procedures.
  • Assists with resolution of file audit issues.
  • Responsible for special projects, including data and file setup for new properties, qualifying existing properties for additional programs, such as Low Income Housing Tax Credits (LIHTC), Bond and assisting with lease-up for newly constructed properties.
  • Completes and submits all monthly, quarterly, and annual reporting for each Affordable Community.
  • Calculates and updates rent and income limits for each year and provides updates to Regional Managers, Vice Presidents and the Chief Financial Officer.
  • Assists in ensuring affordable levels of applicable rents, utility allowances and income limits are maintained.
  • Assists in monitoring each community’s Affordable Housing Program to ensure all target numbers are met and retains Affordable files for each Community at the Corporate office. 

Required Knowledge Skills and Abilities:

  • Must possess an understanding of relevant Fair Housing Law and the Section 42 Low Income Housing Tax Credit (LIHTC).
  • Computer literate in Microsoft Office Suite, with a working knowledge and expertise with Yardi Affordable software. 
  • Ability to compose written responses to audits and owner requests.
  • Exceptional customer service skills in order to provide community support for Affordable Housing Programs.
  • Ability to work independently.
  • Knowledge of current application of compliance programs, rules and regulations.
  • Ability to communicate clearly both verbally and in writing.
  • Ability to provide technical assistance on complex compliance issues in a simple and straightforward manner.
  • Must have thorough knowledge of HUD, low-income housing tax credit, HOME programs, and other affordable housing programs.

Required License/Certification:

  • Must possess a valid driver’s license while maintaining an acceptable driving record
  • Must maintain current auto insurance.

Education/Experience:

  • High School Diploma or General Educational Development (GED).
  • Training in the Affordable Housing Programs.  Compliance Certification Strongly preferred.  
  • At least two years of experience required in national/multi-regional property management, asset management, or housing regulatory organization/agency.
  • Experience in the use of property management/compliance monitoring software preferred.
