This position is for a Regional Vice President of Hawaii to work at EAH Corporate in Honolulu, Hawaii. Qualified candidates will have a Master’s degree in any of the following fields of study: architecture, real estate development, finance, planning, or construction management.  Education in other fields of study would be acceptable combined with appropriate work experience. 7-10 years’ experience in multifamily housing development overseeing a variety of multiple projects including 4% Tax Credits, 9% Tax Credits, and Tax-Exempt Bonds. Demonstrated record of building relationships and networking in region. 2 years management/supervisory experience with proven leadership abilities. Network of contacts and strong understanding of the region. Salary commensurate to experience.

POSITION OVERVIEW

High level leadership role responsible for representing EAH Housing in the community, advocating for affordable housing and building relationships and ensuring sufficient real estate development pipeline to meet strategic goals in Hawaii.  Performs a wide variety of tasks directly related to the planning and acquisition of new properties in region. This position ensures successful closing of a specified number of real estate projects when compared against approved project completion timelines and within board approved budget limits.  Manages activities during the Predevelopment, Development, Initial or Construction Closing, Construction, and Final Closing stages.  This position is characterized by a high degree of initiative, accountability and ability to work congenially with a wide variety of individuals within EAH and outside of the organization.  Understands and supports EAH Housing mission and core values.

RESPONSIBILITIES

  • Is the primary manager of all development activity – both new construction, refinancing/rehabilitation of existing properties – in assigned geographical area, and provides status reports when requested to the executive team.
  • Develops, executes, and implements the Real Estate Development Business Plan for the assigned geographical region by evaluating, developing, and underwriting housing opportunities, including researching, and recommending various governmental and private financing sources and capital structures.  Property types include senior, multifamily workforce, veterans, and special needs housing, either as affordable, market rate or mixed income and possibly joint ventures with other organizations.
  • Serves as organizational representative to housing organizations, public agencies, financial institutions, and community meetings to enhance company market presence and reputation. Advocates for affordable housing by giving public presentations, participating in community and public policy groups; attending conferences, and staying informed of public policies affecting affordable housing.
  • Drives and researches sites for acquisition and development of affordable housing in Hawaii. Researches ownership and title information on high prospect sites and cultivate relationships with property owners.
  • Performs all basic due diligence work on potential sites deemed generally viable for development purposes. Due diligence review includes reviewing preliminary title reports, evaluating infrastructure review with local public works, and building officials, estimating market values through comparable sales analysis prior to appraisal, and assessing ability to obtain entitlements for contemplated projects in the context of local general plan and zoning designations. 
  • Creates and analyzes preliminary financial projections with assistance of Real Estate Development staff for proposed transactions; Compiles comprehensive deal analysis packages and assesses risk associated with any acquisition for review by supervisor and Executive Team; creates a development and/or acquisition strategy.
  • Establishes memorandums of understanding, letters of intent, purchase and sale agreements, or other tools to formalize relationships with partners, but will not have signature authority.
  • Maintains positive working relationships with lenders and grant sources.
  • In conjunction with the President/CEO and Chief Real Estate Development Officer (CREDO), prepares and makes public presentations to city planning commissions and city councils related to various EAH projects. Also makes presentation in other public venues and to the EAH Board of Directors.
  • Identifies and cultivates relationships with for-profit developers.
  • Works with other organizations within the housing development, healthcare, and religious communities to create opportunities and support for low-income housing development.
  • Assists in identifying and evaluating new financial partners.
  • Represents EAH at targeted industry conferences and seminars.
  • Takes the lead role in finding and evaluating potential opportunities in Hawaii locations adhering to EAH’s expansion goals.
  • Works with CREDO and Director - Hawaii to develop annual goals and budget for business unit.
  • Compiles comprehensive deal analysis packages and assesses risk associated with any management or development acquisition in coordination with project and/or property management team in Hawaii.
  • Meets with executive management team on a regular basis to coordinate all potential opportunities.
  • Reviews EAH income projections in conjunction with Accounting Department, President and other senior managers.
  • Meets with President/CEO, CREDO and Director, RED - Hawaii on regular basis to coordinate real estate development activity in Hawaii.
  • Regularly reviews financial analysis from properties in development.
  • Reviews progress reports, Board materials, and business correspondence pertaining to project development prepared by Project Managers.
  • Works with and supports other EAH departments by utilizing effective lines of communication for exchange of information necessary during the process of acquiring new business and/or management contracts.
  • Maintains positive working relationships with lenders, public agencies, community service groups, and other important contacts.
  • Actively participates in EAH’s Injury and Illness Prevention Plan.
  • Regular and predictable attendance.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

May supervise one or more administrative staff.  Hires, trains, supervises, motivates and develops staff; assures staff conforms to organizational policies and procedures and government regulations; provides minimal day-to-day guidance and oversight of subordinates; actively works to promot
