Summary:  To be responsible, under supervision of the District Property Manager, for all phases of the operation of an apartment community including, but not limited to, the general administration and maintenance; to direct and control all personnel and resources to the end that the community is maintained at all times in good physical condition with a stabilized fiscal operation.  Supervising one or no office employees.
 

Essential Duties and Responsibilities include the following.  Others duties may be assigned.

Train and be responsible for work preformed by all staff members supervised.

Interview, hire, reprimand, and terminate employees in accordance with the company's policy under the direction of the District Property Manager.

Perform written evaluations of employees at designated intervals.

Maintain accurate payroll records as required by the company.

Adhere to all company personnel directions concerning operations and procedures.

Establish and coordinate scheduling for all on-site staff.

Execute and maintain the Injury and Illness Prevention Program according to the guidelines and law.

Actively participate with the staff, Marketing Department, and District Property Manager in advertising, leasing, and community contacts to maximize occupancy.

Prepare, process, or oversee the process of Rental/Lease Agreements.  Sign all Rental Agreements and related forms.

Collect rents or oversee the process of collecting and posting rents.

Manage delinquent accounts, including going to court as needed.

Oversee or manager all details of move-ins and move-outs giving special attention to apartment inspections.

Resolve resident problems in a timely and courteous manner.

Know the techniques of interpersonal selling and be able to lease apartments.

Train and motivate staff.

Develop and maintain a resident retention program including a resident activity/service program.

Maintain ongoing, current knowledge of competition and ability to translate knowledge into a benefit for the community.

Adhere to all company bookkeeping procedures including, but not limited to:

1. On-Site Computer System and policies
2. Daily bank deposit system and policy
3. Budget book system

a. Work within established budget and notify Property Manager of any variances.

b. Purchase supplies according to policy, obtaining approval from District Property Manager for purchases over budgeted amounts.

c. Maintain expenses at or below budget levels.

d. Ability to maximize savings without harming project condition or resident relations.

e. Maintain invoice approval and coding system.

f. Manage a timely and accurate move-out deposit refund/forfeit system

g. Maintain an accurate Petty Cash system.

h. Maintain delinquency level of 0.5% or lower.  Maximize collections against actual standard to collect at least 90% of collectable rent by the 10th of the month.
i. Know all required reporting procedures and be responsible for accuracy, completeness, and timeliness.

Insure that residents are provided with a clean, safe, well-maintained community.

Insure that all service requests are handled on an immediate, one-call basis, if possible, always adhering to service priorities.

Supervise outside contractors working at the community.

Adhere to all maintenance and purchasing directions as in the manual.

Report accidents and emergencies to Main Office immediately following emergency procedure plan and injury and illness prevention program.

Continually inspect community and improvements recording deficiencies and taking the necessary action.  Minimum quarterly inspection.

Establish Resident Education Program with Service Supervisor.

Coordinate with Service Team and vendors to minimize down time of market ready units, keeping in line with company policy of three workdays between move-out and new ready date.

Maintain community according to LPR standards.

Qualifications:

Education/Experience:
Accredited Resident Manager or similar description, college education, or three years in this or a related field.

Language Ability:
Ability to read and interpret documents such as leases, addendums to leases, pertinent move-in/move-out paperwork and various Notices to residents such as Notice to Comply, 5-Day and 10-Day Notices.  Ability to write routine reports and correspondence.

Math Ability:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals.  Ability to compute rate, ratio and percents.

Reasoning Ability:
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.  Ability to deal with problems involving several variables in standardized situations.

Computer Skills:
Word Processing, Spreadsheets, Internet Software, E-Mail and Rent Roll.

Supervisory Responsibilities:
This job requires the supervision of personnel, multiple vendors and others in order to assure quality results in their work.
