This position is a full-time Director of Supportive Services to work at EAH Corporate in San Rafael, CA. Must be willing to travel around the San Francisco Bay Area if needed. Possess valid driver's license and at least state required minimum of auto insurance.

POSITION OVERVIEW

Oversees supportive housing programs throughout EAH Housing. Responsible for oversight of case management contracts and overall quality of service delivery for permanent supportive housing communities, including projects in development. Collaborates with other department heads throughout a full range of real estate development activities to provide services-related input on the financing, construction, and lease-up processes of new construction and rehabilitation projects that produce permanent supportive housing, as well as identifying and addressing ongoing management needs.  The Director of Supportive Services plays a leadership role for the supportive services programs in the portfolio, acts as a liaison with other departments within EAH Housing, and represents EAH Housing to external stakeholders.

RESPONSIBILITIES

  • Responsible for strategic planning and direct management of permanent supportive housing programs.
  • Ensures appropriate data collection and reporting as required by funders, government entities and agency senior management.
  • Leads or participates in activities that advance EAH Housing’s mission, including program development and innovation, the creation and implementation of policies and procedures, and defining best practices for supportive services program.
  • Manage supportive services program operations to successfully meet benchmarks and targets including, compliance with contracts, regulatory agreements, and reporting requirements.
  • Ensures observance of safety and security protocols, and analysis of data outcomes, in order to ensure high caliber of service delivery.
  • Collaborates with Real Estate Development (RED) and Real Estate Management (REM) departments to provide input on all phases of a permanent supportive housing project’s development and ongoing management including funding applications and startup, short- and long-term budgets, ongoing financial monitoring, initial feasibility analysis, design development, community outreach and engagement, service plan definition and development, and resident selection and lease up. Recommending adjustments, such as budget modifications and reserve drawdowns to ensure fiscal responsibility and ensure sustainable supportive services program operations.
  • Oversees negotiation of Memorandum of Understanding and similar agreements for supportive services program.
  • May train and supervise RED staff in the development of permanent supportive housing.
  • Evaluates program reports and results and recommends new approaches, policies, and procedures to effect continual improvements in operations and efficiency of supportive housing programs.
  • Provides reports and communicates regularly with senior management regarding emerging issues, trends, risks and opportunities.
  • Maintains confidentiality of resident information and ensures that appropriate release of information is obtained when necessary.
  • Actively participates in EAH’s Injury and Illness Prevention Plan.
  • Regular and predictable attendance.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

Supervises services staff on permanent supportive housing sites.

  • Orients new employees to position.
  • Trains staff on emergency procedures and employee safety.
  • Approves timesheets and time-off requests.
  • Sets and oversee employee work schedules.
  • Provides performance feedback to employees, including coaching, counseling and disciplining.
  • Conducts regular meetings for discussions, problem solving, encouraging, and training.

QUALIFICATIONS

Bachelor’s degree in social services or related field. 3 to 5 years’ experience in human services, including at least two years’ experience with supportive housing, social services, policy or housing development. 2 to 3 years’ experience that reflects an understanding of causes of homelessness, and Housing First program(s). 3 years’ experience in a managerial or supervisory capacity. DESIRABLE ADDITIONAL QUALIFICATIONS

  • Master’s degree in Social Work or related field.
  • Familiar with local, state, and federal housing regulations
  • Familiarity with funding sources for housing and programs
  • Ability to manage multiple significant priorities, including complex and time sensitive projects
  • Strong leadership skills, excellent communication skills, and commitment to problem solving and creative thinking
  • Demonstrated ability to effectively interface with government agencies

    CRIMINAL BACKGROUND CHECK REQUIREMENTS

    EAH Housing conducts criminal background checks on all candidates who have received a conditional job offer.
