Position is for a full-time (37.5 hrs/wk) Development Director to work at EAH Corporate in San Rafael, CA. Qualified Candidates will have a Master’s degree in any of the following fields of study: architecture, real estate development, business, finance, planning, or construction management. Education in other fields of study would be acceptable combined with appropriate work experience. 5+ years of related work or field work experience in matters related to affordable housing development such as residential, architecture, finance, planning, construction, etc. Successful financial closing of multiple real estate development transactions in California or Hawaii including 9% and/or 4% Low Income Housing Tax Credits. Salary is commensurate to experience.

POSITION OVERVIEW
Under the direction of the Vice President for Real Estate Development, the Director of Development will be responsible for affordable housing real estate development and project management across assigned geographic areas, and for assisting in the promotion and execution of the EAH Housing mission. The principal activity of this position will be the supervision of project management of multi-million dollar rental housing and other real estate development projects on behalf of EAH, and facilitating relationships within the assigned geographic areas in order to further the EAH mission. This position ensures successful closing of a specified number of real estate projects when compared against approved project completion timelines and within board approved budget limits. Manages activities during the Predevelopment, Development, Initial or Construction Closing, Construction, and Final Closing stages. This position is characterized by a high degree of initiative, responsibility, accountability and ability to work congenially with a wide variety of individuals, community based organizations and governmental entities.
RESPONSIBILITIES
Is the primary manager of all development activity – both new construction, refinancing/rehabilitation of existing properties, oversees those project managers assigned to developments, and provides status reports when requested to the executive team. Supervises and assists with construction, permanent and Low Income Housing Tax Credit financial closing with lenders and investors.
• Develops, executes and implements the Real Estate Development Business Plan by evaluating, developing and underwriting housing opportunities, including researching and recommending various governmental and private financing sources and capital structures. Property types include senior, multifamily workforce, veterans and special needs housing, either as affordable, market rate or mixed income and possibly joint ventures with other organizations.
• Conducts or provides first review of preliminary feasibility analyses and organizes critical community support.
• Researches and secures sources of predevelopment, construction and permanent financing from public and private sources.
• Works with public agency staff to assure timely public review and approval including environmental and other entitlement reviews.
• Makes public presentations on behalf of EAH at external project and policy meetings, as needed.
• Coordinates environmental review and coordinates all local and state agency reviews.
• Assists the Vice President of Real Estate Development with hiring and orientation of new development staff.
• Assists with EAH business development team responses to RFQs and RFPs; is a key participant in determining business terms and financial assumptions in development within the designated geographical area.
• Identifies and negotiates contracts with members of the development team for each project, including, contractors, engineers and architects.
• Works with other EAH housing team members including business development, project managers, finance, real estate management, asset management, operations, resident services, and compliance to develop the most financially and operationally successful project.
• Assures that the project architect analyzes the prepared plans and specifications for compliance with EAH’s design standards including ADA, Fair Housing and section 504 requirements.
• Assures that the project general contractor executes on prepared plans and specifications in compliance with the budget, the construction contract, and the project objectives.
• Oversees architect review and recommends approval of change orders.
• Hires, trains, supervises, motivates and develops staff; assures staff conforms to organizational policies and procedures and government regulations; provides minimal day- to-day guidance and oversight of subordinates; actively works to promote and recognize performance; ensures department performance appraisals are completed effectively and as scheduled.
• Oversees final closing requirements imposed by tax credit agency and private funding providers, including delivery of cost certifications, 8609s, and K-1 Schedules. Provides organizational advocacy and visibility at the local and state levels for EAH efforts by participating in state affordable housing associations and developing relationships with state housing finance agencies and state and local agencies within the designated geographical area.
• Actively participates in EAH’s Injury and Illness Prevention Plan.
• Attends and actively participates in mandatory training(s).
• Regular and predictable attendance.
