Regional Maintenance Director

Tampa, FL

BASIC PURPOSE:

Performs functions to plan, manage, monitor, and implement maintenance operations within assigned segment of properties to protect and preserve the value of property assets and ensure that they are maintained in consistent compliance with corporate standards, working within the limits of established policy. In addition to normal duties, this position requires working on special projects, supporting Regional staff by providing technical advice, coordinating extraordinary capital repair projects as well as insurance repair type work.

ESSENTIAL FUNCTIONS:

1. Inspects properties on scheduled and random basis to determine maintenance compliance with established standards. Identifies and calls attention to areas of deficiency, determines actions to be taken and monitors and follows up to ensure that properties meet requirements. Monitors areas of significant loss potential including safety, turf, water or mold issues and general overall condition of property. Monitors compliance with maintenance budgets and makes recommendations as to means of meeting quality expectations within budget limits.

2. Conducts or assists with acceptance inspections on new or refurbished properties, recommends items to be satisfied prior to acceptance, and follows up to ensure compliance. Inspects properties in anticipation of acquisition, conducts maintenance due diligence and reports on results. Sets up maintenance systems including records and logs. Purchases start up equipment, schedules installation of elements to meet with Company maintenance and grounds standards and assists to ensure that property maintenance staff are properly trained and informed of expectations and requirements.

3. Coordinates the repair of our properties when they suffer loss such as fire, flood, motor vehicle damage etc. Identifies bidders, contractors and vendors and defines and updates specifications for contract services. Reviews bids and makes recommendations as to contract awards. Monitors work and product quality, communicates modifications to assignments or specifications, and works with vendors to resolve problems.

4. Provides technical expertise to associates through development of specifications and written scopes of work for the execution of capital projects.

5. Interviews, recommends hire and trains maintenance staff. Provides orientations and skills development. Communicates expectations of performance, monitors work quality, and assists to resolve operating problems. Counsels and coaches employees, establishes standards of performance and appraises performance as required. Provides technical, managerial, and performance guidance. Interprets company rules and regulations, and clarifies policy, maintains discipline, participates in dealing with employee grievances, and maintains harmonious employee relations.

6. Prepares capital budget estimates and recommendations related to existing and new properties. Assists with capital reviews of properties. Recommends capital requirements and related budgets for refurbishments and replacements. Identifies vendors and contractors for capital projects, provides information for negotiations, and ensures the execution of agreements.

7. Monitors progress and workmanship on capital projects, protects the organization’s interests, and provides regular reports on status and quality.

8. Coordinates the participation of maintenance staff in training, events, and meetings. Represents the region or the organization in technical service conferences, meetings, and events.

9. Tracks and follows up on risk related issues involving insurance and liability claims. Participates in and implements related special projects to limit risk. Makes
recommendations as to risk minimization strategies.

10. Conducts maintenance training for appropriate Regional maintenance team members that are currently on site and those attending New Hire Orientation. Classes included but not limited to are: Irrigation, Make Ready, CPO Certification, EPA Certification, HVAC I & II, Maintenance for Managers, Controllable Expenses, Pool Maintenance, Mold Awareness etc. Responsible for developing course outlines, specific course testing upon completion of classes that is derived from the Maintenance Skills Assessment Test. Also responsible for developing a Company specific Maintenance Curriculum Program with outlines, workbooks, and reward to employees upon completion with passing scores. Responsible for initiating and formulating class effectiveness by follow up training/ assessment.

11. Responsible for negotiating pricing information from vendors, updating start up lists, following up on complete/ incomplete orders and invoices and the invoice and payment process.

12. Establishes standards for acceptance of new construction by conducting acceptance walk training sessions with those responsible for accepting new product and supporting them as necessary to ensure quality control throughout the building acceptance phase of the project. These training sessions are typically the clubhouse and first resident building and a final walk; however, it may be necessary to conduct more such walks.

13. Provides consultation on issues concerning mold and mold remediation as well as
updating the policies and procedures in regard to these matters as technology and
science develops in this area.
