Regional Property Manager

Burbank Housing is an established provider of quality low- and moderate-income housing located 50 miles north of San Francisco in the Sonoma County Wine Country. We are currently expanding our management team and seeking an experienced individual to provide management, supervision and administration of a portfolio of multi-unit, affordable housing communities within Sonoma County.

Under the direction of the Director of Property Management, the Regional Property Manager is responsible for supervising the daily operations of a portfolio of affordable housing apartment communities owned and/or managed by Burbank Housing. The Regional Property Manager interprets and implements management procedures based on the approved Management Plan for each community and relevant governmental regulations.

The Regional Property Manager oversees a portfolio of 12-15 properties and supervises, trains and assists a staff of no less than 12 on-site employees. Responsibilities include physical site management, oversight of the operations of properties, comprehensive site visits, resolution of tenant issues and coordination of site improvements. Financial and accounting responsiblities include review of financial statements and preparation and monitoring of annual budgets for each property in the portfolio.

The position is a full-time, salaried position exempt from wage and hour laws and generally demands a full time commitment Monday through Friday. The starting salary ranges from $65K to $75K annually depending upon skills and experience. Qualifications

  • Comprehensive experience in affordable housing administration is essential. Candidate must currently be familiar with no less than two, and become well versed in the regulatory requirements of TCAC, CHFA, RHCP, HUD, USDA and/or other local governing authorities as well as investors and lenders.
  • At least two years of hands-on property management, preferably as an on-site resident manager, followed by 2 or more years of increasingly responsible positions within the field.
  • A minimum of two years supervising 5 or more subordinate personnel requiring your guidance, direction, motivation, discipline and reward.
  • Understanding and experience in the areas of budget development and management.

The nature of this position requires the candidate to a posess thorough and comprehensive knowledge of affordable housing and subsidized property management. This is a highly responsible position demanding effective management techniques for diverse situations. Candidates must have strong experience in affordable housing management. The Regional Manager must understand and interpret regulatory agreements, ensure legal compliance with reporting requirements to agencies funding affordable housing, e.g., TCAC, CHFA, UDSA, HUD, RHCP, as well as to investors and lenders. Must conduct business in accordance with Fair Federal Housing Law. Experience in HUD administration is highly desirable. Candidates with a Real Estate license (or the willingness and ability to obtain a RE license) will receive priority consideration.

Education

  • Requires a minimum of 4 years active experience in multi-family residential property management. At least 2 years of this experience must be with affordable (subsidized) housing management.
  • Position requires 3 years supervisory experience.
  • Candidate should have a bachelor's degree or significant college level coursework in business management, real estate, community development or a related field.
  • The successful candidate will have hands-on, on-site experience in affordable housing management.
  • Understanding and experience in a variety of subsidized housing administration programs is essential.
