Essential Job Duties:

Manages subsidized housing developments that are owned and maintained by the Housing Authority of the County of Los Angeles (HACoLA). The Resident Manager II must live on-site, work/keep office hours from 8:00 a.m. "“ 5:00 p.m. and must respond to after hours emergencies. May be assigned to other housing developments as needed by the Community Development Commission/HACoLA.

The Resident Manager completes move-ins of new residents, including executing leases. Monitors outside vendors. Performs general residential management duties including light maintenance such as changing light bulbs, clearing stoppages, picking up litter throughout the development and transporting items weighing less than 25 pounds. Interacts with tenants, support staff and management. Performs clerical functions and keeps records. Shows rental units. Conducts scheduled apartment inspections.

Completes and assists with annual and interim re-certifications of all residents. Enforces all applicable provisions under the lease agreement, reports lease violations and/or criminal activity and counsels residents regarding lease compliance. Utilizes Yardi software to complete office functions. Performs other related duties as assigned. Regular attendance is an essential job function.

Desirable Qualifications:

Education equivalent to high school graduation (or have GED equivalency), and at least two years of onsite residential or property management experience. Must demonstrate the potential for managing public housing developments. Ability to write and speak in fluent English; perform simple math calculations; maintain records and files; operate office equipment; and ensure accuracy of reports. Some positions require fluency in Spanish.

Experience in the management of rental units, basic property maintenance, interacting with persons from varied socio-economic backgrounds, and working with senior citizens and/or the disabled is highly desirable. Must be patient, understanding, energetic, enthusiastic, reliable, hard working, possess good communication and customer service skills, and be able to work independently. Proficient in MS Office 2007 or comparable computer skills are highly desirable.

Candidates must possess a valid California Driver License, a reliable and insured vehicle, and an acceptable driving record. Section 3 Compliant. This is a grant funded position. Continuation of employment is dependent upon continued funding. Working hours: Monday "“ Friday 8:00 am "“ 5:00 pm.

Division management will establish and implement screening criteria to comparatively and fairly evaluate the qualifications of all applicants, based on the application materials submitted and the needs of the Division. Only those applicants, whose qualifications most closely meet the needs of the Division, will be invited for an interview appraisal and office skills test.
