We are seeking a Director of Capital and Procurement to join our team!GHP Management Corporation is seeking to hire for its Executive Team located in Downtown L.A.

Job Summary:The Director of Capital Projects and Procurement is responsible for all major capital expense projects within our communities.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, but are not limited to the job specifications contained herein.

  • Responsible for the oversight and management of portfolio wide major capital projects including rehabilitation projects and major repairs.
  • Writes all scope and request for quotes for Capital Projects.
  • Inspects the contractors work to ensure compliance with scope and ensures projects are completed on time within established deadlines.
  • Works closely with our authorized vendors to ensure that we regularly negotiating price lists and that our communities are adhering to purchasing guidelines on capital needs.
  • Works with Maintenance Supervisors, Regional Portfolio Manager and Property Managers providing guidance on capital projects as needed.
  • Oversees the Maintenance Director’s capital project bidding process and provides support and guidance as needed during ongoing capital projects.
  • Reviews and updates existing capital projects management policy and procedures and develops new as necessary ensuring the company is observing best practices.
  • As subject matter expert in the various aspects of construction and building maintenance, provides recommendations on best approach for repairs and methods by vendors/contractors.
  • Acts as initial main point of contact for all major capital emergencies such as floods, fires and other types of major property damage at the property level.
  • Adheres to the company released budget for capital expenses and ensures projects are within established budget approvals.Where projects were not planned or anticipated, proposes budget to VP of Operations for approval.
  • Submits bids for review and final approval by the VP of Operations and company Owner.
  • Regularly reports on the progress of major capital projects.
  • Works with G.H. Palmer’s & Associates Construction team as necessary in order to accomplish specific projects and or obtain further details and specifications on buildings architecture for the purpose of determining scope of work.
  • Participates in the annual budgeting process ensuring that all capital projects are included in these.
  • Reviews project plans and specifications for workability.
  • Informs contractors of construction and reporting requirements and as necessary, supervises operations for conformance with project plans.
  • Performs supervision of maintenance or construction work, including directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
  • Conducts surveillance activities over construction and maintenance operations performed by a variety of private contractors.
  • Manages contractor specifications, problems/issues, performance and administration.
  • Resolves problems and/or conflicts and maintains open communication with the Regional Portfolio Manager and Property Manager.
  • Other duties as assigned.

PROFESSIONAL REQUIREMENTS for the successful candidate has the following professional experience and education:

  • Minimum B.A. Degree in Construction Management or equivalent of 5+ years managing capital projects within a resident apartment portfolio with 1,500+ units with 3-5 years’ experience with high rise buildings.
  • 1-2 years’ experience with financial budget development, management and oversight for portfolio of properties

1-3 years’ experience using industry software such as, Yardi or equivalent Property Management software, intermediate

PHYSICAL REQUIREMENTS

  • Must be able to regularly travel to multiple property locations daily/weekly/monthly within assigned portfolio as well as company meetings and conferences which may include air travel.
  • Position requires regular property walks which may include walking properties, climbing stairs, crouching and stooping in order to inspect property.
  • Must be able to lift up to 5 lbs. regularly and up to 25 lbs. occasionally.
  • Must be able to communicate with employees and residents verbally and in writing.
  • This position works indoors in low to moderate noise levels.
  • The incumbent is required to sit, stand and walk frequently.
  • Ability to see details at close range (within a few feet of the observer).
  • Must have the manual dexterity and ability to type and key in numbers.
