Napa Valley Community Housing JOB DESCRIPTION RESIDENT MANAGER/PROPERTY ADMINISTRATOR Status: Non-Exempt Full Time Position Supervisor: Director of Property Management Department: Property Management This is a full time position which includes a rent-free unit and manages 54 units at three different properties. This position is supervised by the Director of Property Management. The Resident Manager is generally responsible for implementing the Management Plan. The Resident Manager performs varied administrative and clerical duties, oversees the physical maintenance, and is responsible for establishing and maintaining positive resident relations. Duties: Rental Activities •  Responsible for insuring that vacant units have been thoroughly cleaned and in "rent up" condition within seven days of resident move-out •  Process security deposit returns within fifteen days of move-out •  Interview & show vacancies to prospective residents •  Maintain applications for prospective residents •  Process resident applications in a timely and accurate manner in accordance with NVCH procedure and recommend prospective residents to supervisor •  Prepare and review leases with new residents at "lease-up" orientation •  Promptly and efficiently follow up on move-in and move-out checklist items, procedures and policies •  Re-certify residents in accordance with current regulatory requirements •  Collect rent when due, write receipts, maintain accurate tenant ledgers •  Notify residents and collect payment for tenant charges as indicated in rental lease and NVCH procedures •  Serve late rent notices and collect late rents and late charges as necessary •  Maintain rent roll information that is current and accurate, work with accounting department to ensure information is accurate •  Prepare bank deposits of rents and other charges/fees received on a timely basis, and deliver to main office, maintain copies of documentation General Administration •  Maintain office filing system per NVCH guidelines and procedures •  Keep inventory of office supplies and arrange for purchase of supplies as needed. Secure approval from supervisor for all purchases over $50.00 •  Receive invoices from all vendors and contractors and make initial determination of expense category. Prepare invoices for review and approval of supervisor •  Prepare regular weekly and monthly management reports for review of supervisor and meet regularly with supervisor to discuss on-going management issues •  Consult with supervisor regarding general operations and make specific recommendations regarding procedures, systems, maintenance projects, safety and security •  Manage the Petty Cash account ensuring compliance with purchase limits, maintaining proper security measures, and maintaining proper documentation Physical Plant and Maintenance •  Receive service requests from residents during regular office hours. Complete work order request procedures and contact the Director of Property Management to report routine maintenance and repairs such as faucet leaks, clogged sinks or toilets, replace screens or fixtures, etc. Ensure that such requests are taken care of on a one-call basis, to the extent possible. If there is a delay, inform the resident and follow up that condition was corrected. Maintain documentation in resident file •  Receive emergency service requests during non-office hours and perform maintenance to correct such problems to the extent possible. If the maintenance required is beyond management ability, contact Director of Property Management or supervisor to authorize appropriate maintenance or maintenance contractor to perform emergency service in accordance with NVCH guidelines •  Report to the Director of Property Management problems with landscape maintenance and other contractors and review same with supervisor •  Consult with supervisor to arrange for special maintenance •  Conduct regular daily inspections of common and storage areas, building exteriors and laundry room ensuring cleanliness, record deficiencies, and take appropriate action to improve the general appearance of the property •  Conduct apartment inspections on at least an annual basis or as instructed by supervisor. Follow up on service requests generated by such inspections and ensure complete documentation, including obtaining repairs under contractor warranty •  Keep current records of equipment inventory Resident Relations •  Welcome new residents and explain rental payment procedures, policies and house rules •  Be available to residents during regular office hours for discussion of suggestions, concerns, complaints or service-related problems •  Encourage and participate in resident association activities and meetings as schedule allows •  Generally responsible for maximizing positive resident relations •  Provide excellent customer service to residents, applicants, and public in general Qualifications: •  One year in a property management position or equivalent education and/or experience •  Bilingual "“ English/Spanish •  Strong oral and written communication skills •  Strong organizational skills •  Ability to work with little or no supervision •  Consistently use good common sense and excellent people skills •  Ability to use computer, YARDI experience •  Sensitivity to racial, social and economic diversity •  Vehicle required with possession of a valid California Driver's License, a good driving record, and automobile insurance per requirements of the State of California Application Process: The position offers a competitive salary and excellent benefits.
