Position Title: Regional Manager Position Type: Full-time Compensation: Commensurate with experience SUMMARY OF THE POSITION: Manages, directs, and implements operational strategies and objectives for a portfolio of HUD, CHFA, HOPE VI, Public Housing and Tax Credit buildings to ensure the achievement of property and organizational goals; assures that sites are in compliance with all applicable regulatory and funding requirements; develops and controls a budget, assuring that operations are fiscally sound; assists with the development and implementation of organizational polices and procedures related to property management; ensures that the physical assets assigned are maintained according to the organizations standards; maintains as acceptable occupancy level established by the organization; maintains clean buildings and grounds; recruits, trains, develops and supervises the on-site Property Manager; interacts with vendors; the community at-large; and the residents; assists executive management and other managers with special projects and other related work. DUTIES & RESPONSIBILITIES: - Ability to effectively and professionally interact and communicate with your manager, other employees, vendors, residents, senior staff, owners, sponsors and clients. - Meets property financial objectives and goals in relation to occupancy, safety, quality and delivery of services. - Prepares annual operating and capital budgets, reviewing financial statements and reports, supervise the collection of delinquent resident accounts, and ensures accuracy. - Responsible for the preparation of annual rent increase proposals. - Ensures compliance requirements outlined in regulatory agreements, contracts, company policies and procedures and federal, state and local laws are adhered to at all times. - Reviews new move in files, recertification files, and periodically reviews the Waiting List(s). Verifies rent calculation and the documents used. - Responsible for interacting directly with the Sponsor, regulatory agencies such as HUD, CHFA, HCD, TCAC, as well as other governmental entities. - Responds promptly when requested for information from regulatory and/or financial agencies which might include but not limited to, research, preparation, compilation, and submission of report in an accurate and timely manner. - Hires, trains, supervises, develops, and terminates the employment of those supervised in accordance with company polices and directives; performs timely performance evaluations on employees; assists Property Managers with site-level employees. Approves all new hires, status changes, and terminations for on-site personnel in coordination with Human Resources and the Regional Vice President. - Ensures appropriate staff development and/or training is provided, including his/her own and that all staff is aware and correctly implements the fair housing/ employment laws, safety rules and regulations, and other company policies and procedures. - Supervises resident evictions and assists with investigating complaints. - Inspects properties in portfolio to ensure the highest standards are maintained; evaluates effectiveness and efficiency of maintenance, grounds, and housekeeping operations. Conducts periodical inspection of vacant apartments for market-ready condition. - Creates short and long range plans for correction of deficiencies and for normal maintenance of the properties. - Assists in the development, implementation and maintenance of internal controls/procedures that provide operation, fiscal control, cost savings, projections, planning, forecasting and effective utilization of assets and properties. - Makes recommendations to improve marketing and leasing programs. - Reviews and improves marketing and public relations programs on a regular basis ensuring compliance with federal, state, local and regulatory requirements. - Attends meetings requested by regulatory agencies, owners and social service agencies. - Promotes harmonious relations among residents, staff vendors, and the community at-large. Responsible for placing appropriate property insurance. REQUIRED QUALIFICATIONS: - Supervisory Experience is required - Knowledge of affordable housing programs, such as HUD, CHFA and tax credit is required - Experience in property budget preparation is required - A minimum of four years of Property Management is needed, and/or related experience. Previous experience in planning, scheduling and completing major projects with minimum guidance. - Demonstrated experience in problem identification, analysis, recommendation of options and development of logical and workable solutions. - Demonstrated experience in preparing and completing administrative statistical and programmatic studies with comprehensive analysis and sound recommendations. - Valid Drivers license and reliable transportation. - At least two years experience in personnel supervision, training, and evaluation. - Demonstrated knowledge on Microsoft Office programs such as WORD, EXCEL, and OUTLOOK are essential, knowledge of Yardi, MRI, and Boston Post software desirable. EDUCATION: Associates Degree or equivalent accredited degree or professional certification. Bachelors of Arts or Science is desirable.
