CERTIFICATION SPECIALIST - COMPLIANCE DEPARTMENT General Purposes and Responsibilities: This position will serve as the Certification Specialist for the Property Management Department. The Certification Specialist's primary responsibility will be to facilitate the income certifications of all residents, ensuring maximum compliance. After certifications have been completed, they will ensure these electronic files are submitted and approved by HUD (or its Contract Administrator) and USDA/RD. They will also complete and submit Housing Assistance Payment Vouchers to HUD and/or its C.A. as well as monitor USDA/RD Project Worksheets. The secondary responsibility of this position will be to assist the compliance department in all other functions. Examples of Specific Tasks: The certification specialist will be responsible for income certifying all residents residing in RCHDC managed properties. In order to complete this task, the Certification Specialist will be responsible for requesting and tracking third party verifications of income, assets, and expenses and then compiling this information to determine project eligibility. Once this information has been compiled, the Certification Specialist will enter it into the property management software, transmit it to the appropriate entity, and monitor its acceptance. When required assist in the preparation of monthly, quarterly and other reports as required by HUD, USDA/RD, HCD, TCAC, LPs, and the CEO. Other related duties as assigned. Qualifications & Requirements 1. Associate degree from an accredited college or university in accounting, business administration, real estate or related field and two to three years of progressively responsible related experience in business, real estate, administration, accounting or related field or any combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. 2. Familiarity with building regulations, landlord-tenant law, contract law. 3. Must demonstrate good verbal and written communication skills. 4. Must demonstrate good math skills. 5. Familiarity with general office software. 6. Must be able to learn eligibility requirements of HUD, HCD, USDA/RD, and TCAC. 7. No less than two years experience working with low-income community. 8. Ability to understand government regulations. 9. Bondable. 10. Valid California Driver's license, automobile liability insurance, reliable transportation and willingness to use own automobile on job. 11. Ability to work with and be sensitive to the needs of low-income persons.
