Property/Housing Specialist - Inspections JOB SUMMARY Under the supervision of the Property Operations Manager, the Housing Specialist will work collaboratively with internal and external services providers utilizing the housing first model to provide housing opportunities to high risk, special needs and low income individuals and families. This includes Veterans, formerly incarcerated persons, persons with HIV/AIDS, and/or who have physical or mental health disabilities. The Housing Specialist-Inspections is responsible for performing accurate and timely initial, annual and special housing inspections following VA, HUD-HQS and HUD-UPCS guidelines, program and S.I. policies and procedures. This position will also be responsible for soliciting and collecting documents necessary for the execution of the lease agreements and shall maintain a flexible work schedule, responding to inquiries and providing liaison services among landlord, tenant, care manager and other Housing Service Department staff. Other duties will include file record maintenance and providing back-up in other areas as needed. FLSA Status: Non-Exempt Reports to: Property Operations Manager Supervisor role: No Location: Martinez, CA and Regular Travel Required JOB SPECIFICATIONS •  Monitor, evaluate and document housing conditions of rental assistance clients. •  Ensure that all assigned annual and new units are inspected timely and cited violations are brought into compliance within given time frames. •  Follow-up on all inspections to determine if required work has been completed properly and within specified time constraints. •  Inspects the work of contractors for safe practices and to insure compliance with specifications. •  Collect and prepare documents involving Program Participant's leasing of housing. •  Liaison among landlord, tenant, service staff/case manager, and housing staff. •  Conduct housing quality, habitability, move in/out, lead and special inspections as needed. •  Track timeline of tenants moving out, educate tenants on responsibilities at move-out, conduct pre-move out inspections, itemization, enter data in HMIS, and archive files. •  Assist in developing and maintaining an inventory of housing units for housing program participants by networking with landlords, renter's associations, property management businesses and countywide permanent housing providers. •  Attend weekly and monthly meetings with Maintenance Department as well as Housing and Property Department Staff. •  Prepare monthly, quarterly and annual reports as required and directed by supervisor. •  Accurately prepare basic financial documents •  Prepares and maintains correspondence, reports, and forms •  Develop and maintain a plan to respond to emergencies and complete an incident report and forward to Executive Director and Director of Housing Services within 24 hours of emergency. •  Perform other duties as assigned by supervisor.
Qualifications
COMPENTANCIES

•  Knowledge of Contra Costa County rental housing market.
•  Ability to develop a network of landlords who will to rent to SHELTER, Inc. and/or directly to clients.
•  Knowledge of applicable health, safety, property, building and housing maintenance.
•  Ability to educate tenants regarding tenant responsibilities and lease obligations.
•  Ability to maintain patience and tolerance.
•  Ability to perform well under pressure.
•  Ability to develop successful partnerships and relationships.
•  Strong proven negotiation and mediation skills.
•  Ability to work independently, complete daily assignments and excellent attention to detail
•  Must be detail-oriented

QUALIFICATIONS
•  A minimum of one year experience working in property management, maintenance, building trade, inspections or equivalent required.
•  Experience working in affordable housing or supportive housing environment is highly preferred.
•  Experience in conducting basic habitability inspections of residential housing.
•  Experience and/or certified in HUD-HQS or UPCS inspection protocol or the ability to acquire within 6 months after hire.
•  Experience working with formerly incarcerated persons preferred.
•  Experience working with persons with mental health disabilities preferred.
•  Experience working with low income and/or homeless populations preferred.
•  Computer skills with a minimum 40 WPM.
•  Experience with Microsoft Word, Outlook and Excel is required.
•  Database and/or property management software experience required.
•  Experience in low income, affordable and/or permanent supportive housing.
•  Must have strong administrative and office skills.
•  Must have knowledge of Landlord/Tenant Laws, Fair Housing Laws, ADA
•  Must drive personal car on behalf of agency business and have a DMV record that permits driver to be insured under SHELTER, Inc.'s automobile coverage.
•  Must successfully pass a criminal background check.
