Alcole Properties is actively seeking a southern California based Onsite Property Manager with 3+ years of management experience, Tax Credit Management experience preferred. It is critical that this candidate has knowledge of property management, leasing skills, and knows all of the policies and procedures involved in managing an apartment community. Job Summary: Oversees the daily operation of a Family Tax-Credit Property which includes the management and maintenance of the property and compliance with CTCAC and other governing authorities, regulations, and requirements.
Essential Duties and Responsibilities:
Building Maintenance
Inspects the community on a regular basis and ensures the maintenance of the physical condition of the entire property
Performs regular follow-up inspections on maintenance work
Performs regular inspections of grounds, and all common hallways
Supervises all vacant apartment “Make-Ready†procedures
Makes recommendations for physical repairs, replacements, and/or improvements
Reviews and ensures completion of all resident service requests
Manage Relationships with Residents, Community and Vendors
Maintains a relationship with all residents and community and ensures consistent application of property policies
Maintains a relationship with suppliers, vendors, and professional service companies
Ensures that tenants receive needed supportive services from community agencies
Reviews resident complaints and offers resolutions
Coordinates resident activities
Handles and resolves resident and vendor issues
Evaluates proposals and negotiates vendor contracts; as appropriate, forwards to Maintenance Supervisor for approval
Monitors compliance with local ordinances
Financial Performance
Works with Regional Manager to prepare the project budget on an annual basis
Works with the Regional Manager to maintain the physical asset and maximize the financial returns in accordance with the owner’s objectives
Recommends expenditures within budget allocations
Evaluates financial operations quarterly to determine cost efficiency
Implements rent collection programs
Codes invoices and forward for approval
Prepares inventory of all equipment and supplies
Completes weekly and monthly reports to Regional Manager
Creates and maintains property budget
Marketing
Makes recommendations to improve marketing and leasing programs
Explores and documents information regarding the property’s market area: the competition; area amenities; area services on a semi-annual basis
Maintains a Traffic Log containing accurate referral, marketing and demographic information from residents calling and visiting the Leasing Office
Leasing, Recertification and Compliance
Reviews all rental applications and required lease forms for input accuracy and compliance with the Tenant Selection Plan
Shows and leases vacant apartments to potential residents
Monitors the follow-up response activity with potential residents
Verifies that all paperwork necessary to qualify applicant is complete and accurate
Ensures accuracy and consistency of move-in inspections and all paperwork necessary with new residents upon move-in
Reviews move-out inspections and all paperwork necessary upon a resident’s move-out
Other Duties and Responsibilities:
Assists the Regional Manager with special projects and administrative tasks
Recommends new methods, policies, and procedures to improve team operations
Assumes additional duties/projects as assigned and/or required
Knowledge, Skills, and Abilities:
Skills shall consist of, but are not limited to, the following:
Must be able to work with minimum supervision and be proactive in completing daily tasks within state deadlines
Ability to be on-call 24 hours a day, 7 days a week should an emergency arise, unless otherwise arranged
Possess strong problem-solving skills and analytical abilities
Maintain open communications and foster harmonious working relationships among all Urban employees
Possess excellent verbal, written, interpersonal, communication, and organizational skills
Possess computer fluency in Microsoft Word and Excel, as well as reasonable proficiency in other management software programs
Possess attention to detail, quality and accuracy in all work
Ability to think, assess, and act decisively in handling multiple tasks concurrently
Use good judgment to ask appropriate questions and request assistance when needed
Ability to motivate, train, and evaluate Property Management Team
Possess evaluative knowledge of building structure and mechanical systems
Knowledge and experience in dealing with federal government and/or state and local housing authorities
Education and Experience:
High School Diploma or equivalent
3 years of relevant experience as Property Manager or experience in related field
Certified Property Manager and/or Accredited Resident Manager certifications(preference)
Certification in Federally Assisted Housing Programs (COS, Tax Credit Specialist, etc.) (required within first year of employment)
