Portfolio Manager

San Diego, CA

Seeking an experienced Regional Manager for the San Diego area. Four years of Property Management experience is preferred. Must have Lease Up experience, and affordable experience. Experience with Retail Space, a plus! Minimum Qualifications: 4-year college degree or equivalent work experience in the field of property management preferable 2-4 years' experience supervising employees preferable Real Estate Sales License preferred or must obtain within 6 months of hire Certified Property Manager (CPM) or other applicable designations preferred Affordable Housing Program Experience - HUD Occupancy Specialist, USDA Occupancy and/or LIHTC Valid Driver License Operable Personal Vehicle (proof of insurance required) General Overview: The Portfolio Manager is the individual directly responsible for managing a group of Affordable Properties as assigned by FPI Management, Inc. This individual is responsible for enforcing all FPI Management, Inc. policies, procedures and internal operations. The Portfolio Manager is responsible for all on-site employees. The Portfolio Manager will be accountable for all operations of the assets in their inventory. Their job is to meet the expectations of each Client based on the respective operating budget and management agreement. Objectives: The Portfolio Manager's objective is to act in a professional manner in accordance with the best interests and expectations of the Client and the Management Company. Additional objectives to be met for this position are: 1. Achieve budgeted NOI for all sites. 2. Responsible to work effectively and communicate with various government agencies and affordable programs. 3. Provide effective supervision to site staff and liaison between the site level and owner/asset manager. 4. Manage payroll/office hours to reduce costs and overhead 5. Review and verify all necessary Reserve funds, Property Taxes and Liability Insurance are maintained and funded 6. Maintain effective communication with the accounting department to ensure age trials, bills, move-out forfeitures, and other site deadlines are met in a timely manner 7. Verify that the property is being properly maintained in accordance with the Management Agreement, Marketing Plan and Regulatory Agreements Duties and Responsibilities: 1. Prepare annual operating budgets for submission to Clients, Agencies and Properties. 2. Monitor project budgets and marketing to maintain an awareness of the current financial status of each asset. Alert the FPI Management Executive Committee of any recommended changes. 3. Monitor Capital Expenses, Reserve Accounts, Reserve Procedures per Agency requirements 4. Process Reserve Requests timely to agencies as annually budgeted 5. Complete the monthly/quarterly Property Manager Checklist and submit on-time. 6. Verify that each property is adequately maintaining appropriate and required forms, leases, documents, resident certifications, invoices, and all other necessary forms, posters, and signs required by the Client, the Lender, and FPI Management, Inc. 7. Assure that all units are maintained to FPI standards, including turn-overs, exterior curb appeal, decorating recommendations, and cleanliness. 8. Review vacancies, availability dates, and turn-over rates. 9. Monitor sites to follow the Resident Selection Process and Criteria. 10. Ensure site staff follow all HUD/USDA polices. 11. Review monthly operating statements, budget and variance reports, check registers as necessary, delinquency reports, and other financial reports as provided by FPI Management to ensure budgetary control. 12. Monitor service requests for completion, timeliness, and resident satisfaction. 13. Maintain a professional appearance at all times in the presence of Employees, Clients and Residents. 14. Provide training and positive guidance to all employees to ensure maximum productivity. 15. Personally respond to Resident, Client, and Vendor calls, emails, and text messages within 24 hours of receipt during the work week. 16. Responsible for recruiting activities and the hiring of all on-site personnel. 17. Responsible for meeting all training requirements for the PM position and ensuring site employees have met the training requirements for their position. 18. Evaluate the performance of each on-site personnel on an on-going basis. Ensure all employee communication and counseling is properly documented and provided to the Human Resource Department. 19. Ensure Manager Annual Reviews are completed, as well as Community Directors are completing reviews for each of their staff. 20. Portfolio Managers are responsible for ensuring their Sites and Community Directors are in compliance with all FPI Safety Policies and Procedures. 21. Maintain positive, professional and effective communication with Clients and Supervisors to ensure FPI is meeting the Client objectives and expectations. 22. Affordable Housing Duties/Responsibilities 23. Ensure compliance with all Equal Housing Opportunity/Affirmative Fair Housing laws. 24. Ensure proper LIHTC and/or HUD/USDA Section 8 policies and procedures are followed. 25. Monitor HUD/USDA/LIHTC Application and Annual Recertification processes. 26. Regulatory Compliance Ensures compliance with regulatory and funding requirements, contracts, and reporting 27. Conduct files reviews, physical inspections, and interacts with regulatory agencies. 28. Conduct semi-annual inspections as required. 29.
